The stress and suffering of combat are known to leave a lasting impact on military veterans, in some cases triggering post-traumatic stress disorder (PTSD). Researchers have now found an even more serious and debilitating mental condition, known as chronic traumatic encephalopathy (CTE), in veterans, particularly those injured by the concussive force of bomb blasts.

Whereas PTSD is a mental illness, marked by unwelcome flashbacks and anguish, CTE is a progressive neurodegenerative brain disorder characterized by abnormal protein deposits that eventually kill brain cells and thus cause cognitive declines, including loss of memory and the ability to learn as well as depression. The number of veterans at risk is large: traumatic brain injury caused by explosive blasts is thought to afflict about 20 percent of the 2.3 million servicemen and women deployed in combat since 2001, according to a team of researchers from Boston University, New York Medical College and the Veterans Affairs Boston Healthcare System.

These researchers say they have demonstrated that exposure to a single blast equivalent to that generated by a typical improvised explosive device (IED) can result in CTE and long-term brain impairments that accompany the disease. The research, published online Wednesday in Science Translational Medicine, also indicates that soldiers are injured by more than just the initial shock wave of very high air pressure following a blast. An IED’s secondary “blast wind,” a huge volume of displaced air flooding at high pressure back into the vacuum, can also damage the brain and lead to long-term consequences such as CTE. The blast wind created by an IED can reach a velocity of more than 530 kilometers per hour. Winds from a category 5 hurricane (the most severe), by comparison, reach about 250 kilometers per hour.

For their study, the researchers analyzed postmortem brain tissue from four military service members who were known to have been injured by a blast or had a concussive injury. The scientists compared that tissue with brain tissue samples from three young amateur American football players and a professional wrestler, all of whom had a history of repetitive concussive injury, and with four samples from comparably aged control subjects with no history of blast exposure, concussive injury or neurological disease. The signs of CTE (which can only be diagnosed postmortem) in the brains of blast-exposed military veterans were indistinguishable from those found in the deceased athletes, according to the researchers, led by Lee Goldstein, an associate professor at Boston University School of Medicine (B.U.S.M.) and Boston University College of Engineering, and Ann McKee, a B.U.S.M. professor and director of the Neuropathology Service for the VA New England Healthcare System.

Growing awareness of CTE has come primarily from its impact on the lives of former professional football players diagnosed with the condition. Several of these former players?including Chicago Bears safety Dave Duerson, Philadelphia Eagles safety Andre Waters and Pittsburgh Steelers offensive lineman Terry Long?ended up taking their own lives. Before shooting himself in the chest in February 2011, the 50-year-old Duerson sent a text message to his family specifying that he wanted his brain to be used for research at B.U.S.M. A few months later McKee and her colleagues at B.U. confirmed that Duerson suffered from CTE, possibly caused by concussions and other repetitive head trauma sustained on the gridiron.

More recently the Brain Injury Research Institute (BIRI), which studies the impact of concussions, asked the family of the late National Football League star linebacker Junior Seau to donate his brain so it, too, could be studied for signs of CTE. BIRI co-founder Bennet Omalu, the forensic pathologist who discovered physical evidence tying concussions to CTE, assisted in the autopsy of Seau’s brain, although the results will not be known for weeks. Seau committed suicide earlier this month by shooting himself in the chest.

When studying a brain for signs of CTE, researchers look for abnormal deposits of the proteins tau and TDP-43. The buildup of tau, in particular, within the brain cells is indicative of CTE. In a February 2012 Scientific American article, McKee noted that the parts of the brain afflicted with abnormal tau correlate with the psychological problems of a person suffering from CTE. The abnormal tau is found in the frontal cortex, which is responsible for impulse control, judgment and the ability to multitask. She also found tau in areas of the brain associated with depression as well as memory formation and retention.

Protecting soldiers and athletes from concussions presents a huge challenge because these injuries are not necessarily the result of repeated blows to the head. A concussion can occur whenever there is a sudden acceleration or deceleration of the head. This means helmets?whether for combat or football?actually provide little protection from concussions.

Disco Queen Donna Summer dies at 63

NEW YORK (AP) ? Like the King of Pop or the Queen of Soul, Donna Summer was bestowed a title fitting of musical royalty ? the Queen of Disco.

Yet unlike Michael Jackson or Aretha Franklin, it was a designation she wasn’t comfortable embracing.

“I grew up on rock ‘n’ roll,” Summer once said when explaining her reluctance to claim the title.

Indeed, as disco boomed then crashed in a single decade in the 1970s, Summer, the beautiful voice and face of the genre with pulsating hits like “I Feel Love,” ”Love to Love You Baby” and “Last Dance,” would continue to make hits incorporating the rock roots she so loved. One of her biggest hits, “She Works Hard for the Money,” came in the early 1980s and relied on a smoldering guitar solo as well as Summer’s booming voice.

Yet it was with her disco anthems that she would have the most impact in music, and it’s how she was remembered Thursday as news spread of her death at age 63.

Summer died of cancer Thursday morning in Naples, Fla., said her publicist Brian Edwards. Her family released a statement saying they “are at peace celebrating her extraordinary life and her continued legacy.”

Luminaries from Aretha Franklin to Dolly Parton and Barbra Streisand mourned the loss, as did President Barack Obama, who said he and Michelle were saddened to hear of the passing of the five-time Grammy winner. “Her voice was unforgettable, and the music industry has lost a legend far too soon,” he said. “Our thoughts and prayers go out to Donna’s family and her dedicated fans.”

It had been decades since that brief, flashy moment when Summer was every inch the Disco Queen.

Her glittery gowns and long eyelashes. Her luxurious hair and glossy, open lips. Her sultry vocals, her bedroom moans and sighs. She was as much a part of the culture as disco balls, polyester, platform shoes and the music’s pulsing, pounding rhythms.

Summer’s music gave voice to not only a musical revolution, but a cultural one ? a time when sex, race, fashion and drugs were being explored and exploited with freedom like never before in the United States.

Her rise was inseparable from disco’s itself, even though she remained popular for years after the genre she helped invent had died. She won a Grammy for best rock vocal performance for “Hot Stuff,” a fiery guitar-based song that represented her shift from disco to more rock-based sounds, and created another kind of anthem with “She Works Hard for the Money,” this time for women’s rights.

Elton John said in a statement that Summer was more than the Queen of Disco.

“Her records sound as good today as they ever did. That she has never been inducted into the Rock ‘n’ Roll Hall of Fame is a total disgrace especially when I see the second-rate talent that has been inducted,” he said. “She is a great friend to me and to the Elton John AIDS Foundation and I will miss her greatly.”

Summer may not have liked the title and later became a born-again Christian, but many remembered her best for her early years, starting with the sinful “Love to Love You Baby.”

Released in 1975, a breakthrough hit for Summer and for disco, it was a legend of studio ecstasy and the genre’s ultimate sexual anthem. Summer came up with the idea of the song and first recorded it as a demo in 1975, on the condition that another singer perform it commercially. But Casablanca Records president Neil Bogart liked the track so much that he suggested to producer Giorgio Morodor they re-record it, and make it longer ? what would come to be known as a “disco disc.”

Summer had reservations about the lyrics ? “Do it to me again and again” ? but imagined herself as a movie star playing a part as if she were Marilyn Monroe. So she agreed to sing, lying down on the studio floor, in darkness, and letting her imagination take over. Solo and multitracked, she whispered, she groaned, she crooned. Drums, bass, strings and keyboards answered her cries. She simulated climax so many times that the BBC kept count: 23, in 17 minutes.

What started as a scandal became a classic. The song was later sampled by LL Cool J, Timbaland and Beyonce, who interpolated the hit for her jam “Naughty Girl.” It was also Summer’s U.S. chart debut and the first of 19 No. 1 dance hits between 1975 and 2008 ? second only to Madonna.

Summer, real name LaDonna Adrian Gaines, was born in 1948 in Boston. She was raised on gospel music and became the soloist in her church choir by age 10.

“There was no question I would be a singer, I just always knew. I had credit in my neighborhood, people would lend me money and tell me to pay it back when I got famous,” Summer said in a 1989 interview with The Associated Press.

Before disco, she had already reinvented herself several times. She sang Motown songs with local groups in Boston as a teenager, then dropped out of school in the late 1960s and switched to pyschedelic rock after hearing Janis Joplin. An attempt to get a part in the musical “Hair” led her to get the principal role in Munich. She stayed in Germany for five years, worked in other productions and modeled.

Meanwhile, she was performing in operas, singing backup for Three Dog Night and other groups and releasing songs of her own. A marriage to Helmuth Sommer didn’t last, but the singer did hold on to her ex-husband’s last name, changing it to “Summer.” By 1974, she had met producers Giorgio Moroder and Pete Bellotte and released her first album, “Lady of the Night,” to success in Europe.

Then came “Love to Love You Baby,” her memorable U.S. debut. Through the rest of the disco era she burned up the charts: She was the only artist to have three consecutive double-LPs hit No. 1, “Live and More,” ”Bad Girls” and “On the Radio.” She was also the first female artist with four No. 1 singles in a 13-month period, according to the Rock Hall of Fame, where she was a nominee this year but was passed over.

Musically, she began to change in 1979 with “Hot Stuff,” which had a tough, rock ‘n’ roll beat. Her diverse sound helped her earn Grammy Awards in the dance, rock, R&B and inspirational categories.

Summer said grew up on rock ‘n’ roll and later covered the Bruce Springsteen song “Protection.”

“I like the Moody Blues, the Beatles and the Rolling Stones as well as Aretha Franklin, Dionne Warwick, the Supremes and Temptations,” she said. “I didn’t know many white kids who didn’t know the Supremes; I don’t know many black kids who don’t know the Moody Blues.”

Warwick said in a statement that she was sad to lose a great performer and “dear friend.”

“My heart goes out to her husband and her children,” Warwick said. “Prayers will be said to keep them strong.”

Summer later became a born-again Christian and was accused of making anti-gay comments in relation to the AIDS epidemic ? a particular problem for a woman who was and remains a gay icon. Summer denied making the comments, but became the target of a boycott.

Religion played an important role in her later life, said Michael Levine, who briefly worked as her publicist.

“Her passion in her life, besides music, was God, spirituality and religion. She held a bible study class at her home every week,” he said.

Summer released her last album, “Crayons,” in 2008. It was her first full studio album in 17 years. She also performed on “American Idol” that year with its top female contestants.

Summer is survived by her husband, Bruce Sudano, and three daughters, Brooklyn, Mimi and Amanda.

The following checklist was provided by Brewers?Yacht Yards and?consists of tips and recommendations to?be used as a starting point to?get any boat ready for a safe and enjoyable season out on the water.

  • Documents: Review your license,?registration, insurance and other important documents pertaining to your?boat and trailer and store them in a watertight bag or container. When reviewing your insurance coverage, contact?your agent and ask if you are realizing all the available savings, if your coverage is comprehensive and for them to double-check?that the geographic limits on your policy align with your boating plans for the season.
  • Life jackets: Each and every person on?board must have a properly sized life jacket in good condition with no rips or missing parts.
  • Fire extinguishers: Check all onboard fire?extinguishers making sure they are fully charged and properly mounted and are?the correct class for your vessel. Turn dry chemical extinguishers upside?down to loosen the powder. Replace or refill any expired units.
  • Flares: Replace out-of-date flares?and keep the old ones on board as spares.
  • Charts and maps: Review and update electronics as?necessary.
  • Plugs: Inspect and tighten drain plugs. Make sure rubber seals or gaskets haven?t cracked or dried out?during winter storage.
  • Hoses and clamps: Inspect and replace as?necessary.
  • Propellers: Inspect for dings, pitting, cracks and distortion. Damaged props can cause unwanted vibration and?drive train damage. Make sure connectors such as cotter pins are secure,?and grip the prop to check for looseness. If the shaft is loose, consider?replacing the bearing.
  • Inboards: Examine the rudderstock to?ensure it has not been bent or compromised.
  • Hull: Inspect for blisters,?distortions, cracks and compromised rivets.
  • Water intake strainer: Make sure your strainer is secure, unobstructed and corrosion free.
  • Large inboards: Check the engine shaft and rudder stuffing boxes for looseness before and after launch. Make sure?through-hulls don?t leak.
  • Outboards and outdrives: Inspect outdrive bellows for cracks, dryness or deterioration, paying careful attention to the?folds. Replace questionable bellows.
  • Fluid levels: Check all fluid levels, including engine oil, power steering and power trim reservoirs. Replace worn-out zincs.
  • Control cables: Inspect the outer jackets and replace cables showing cracks, swelling, corrosion or deterioration.
  • Fuel lines: Inspect fuel lines, including fill and vent hoses, for softness, brittleness or cracking.
  • Fuel tanks: Check your tanks and pumps and replace filters annually. Consider using a fuel stabilizer.
  • Hoses: Inspect cooling, exhaust and?blower hoses and pipes for stiffness, rot and leaks. Make sure hoses are?connected tightly; double clamp them if necessary.
  • Electrical connections: Inspect for cleanliness and tightness. Corrosion, especially on battery cables, could indicate a poor connection. Remove the terminals, and wire-brush them along with the cable ends.
  • Running and navigation lights: Make?sure all running lights work. Keep spare navigation bulbs on board.
  • Emergency lights: Inspect emergency lights?and signal devices and make sure you have spare batteries.
  • Ignition kill switch: Ensure it?s working properly
  • Bilge pumps: Check for leaks and corrosion?and make sure the float switch works.
  • Ropes and lines: Inspect for damage, chafing?and deterioration and replace as necessary. Pay out and thoroughly inspect your anchor line. Keep lines untangled and coiled for ease of use.

Storm Ready: Is the Twin Cities prepared for a major tornado?

GOLDEN VALLEY, Minn. – The images of tornadoes twisting and turning, leaving devastation in their wake can be jaw-dropping.

From semi-trailers tossed like toys in Dallas, Texas earlier this year, to total destruction in Joplin, Missouri last year.

That is why KARE 11 teamed up with Minnesota Public Radio News to find out if the Twin Cities is storm ready.

Our meteorologists Belinda Jensen and MPR’s Paul Huttner put together a simulation of a major tornado hitting Minneapolis .

“The reality is if you put a large tornado over a populated area, people are going to get hurt,” said Ken Blumenfeld, University of Minnesota geography professor and tornado researcher.

Blumenfeld is one of the few people in the country studying tornadoes that strike metropolitan areas.

Last year’s tornado in North Minneapolis was deadly and destructive, but relatively weak compared to a large tornado.

The last time researchers saw a storm like that was May 6th, 1965 when twisters swept across the metro. Thirteen people died, hundreds were left injured.

Blumenfeld says research shows storms like that happen every 40 to 50 years.

“We really haven’t had one like that in over 50 years almost. It means it’s probably going to happen sooner rather than later,” he said.

“Hopefully people are starting to think about the potential for storms later on in the day,” said Todd Krause, the warning coordination meteorologist at the weather service.

Later in the day at 2 p.m. a tornado watch is issued.

The ingredients for a major tornado reaching speeds of around 200 miles per hour are developing. And at 6:25 p.m. a funnel cloud is spotted over Shakopee.

In our simulation, the sirens in Hennepin County would be going off and the warnings would be intensifying, along with the storm. Twin Cities’ broadcasters would be on the air informing the public of the danger.

Our simulated tornado is beginning to take shape when spotters report a touchdown at Valley Fair. The twister is getting stronger as it moves.

At 6:35 p.m. wind speeds would be around 90-miles per hour as it nears the Eden Prairie Center.

Five minutes later the twister approaches Edina High School at 6:40 in the evening. It reaches the strongest speeds over Lake Calhoun and Uptown at 6:50 as it becomes an EF-4, the second strongest tornado on the Enhanced Fujita Scale.

In our scenario, the twister begins to weaken when it approaches Target Field 20 minutes later at 7 o’clock. The Twins were scheduled to play at 7:10.

“It is one thing for us to put out a tornado warning, it’s a whole other ball game to make sure people are actually hearing that warning,” said Krause.

In fact, according to a study by the U-S Department of Commerce, after the Joplin tornado, it took several warnings before people even took cover.

“What was most surprising to me is people on average needed between two and nine sources of information before they actually took a physical act to protect themselves,” said Eric Waage, Director of the Hennepin County Emergency Management .

Multiple warnings are what it took Monty Johnson and his family in Wadena to get into their basement two years ago.

“We were lulled into that feeling that it would happen in other places,” said Johnson.

The tornado wiped out much of the town, including severely damaging his home. He and his wife could not see the tornado because it was laced with rain and clouds.

Only when he got a phone call from a co-worker who actually saw the twister did they believe the warnings.

“We headed downstairs about the time we hit the last step you could just hear just immense amount of destruction,” said Johnson.

Social scientists say it is hard for our brains to process information that doesn’t happen to us.

John Tauer teaches psychology at the University of St. Thomas. He says most people who have never experienced a tornado never think it’s going to happen to them.

“The old adage, it’s better safe than sorry is true in this case, but after you’re safe hundreds of times it’s easy to think we don’t have to do much,” said Tauer.

The false alarms do not help either. Statistics show about 70-percent of National Weather Service tornado warnings do not turn out to be tornadoes.

“We need to make sure that those warnings are issued only when tornadoes really do threaten. And that’s incumbent on us to learn more about how and why tornadoes form,” said Krause.

But the ability to warn people earlier has improved dramatically over the years. On average, 12 to 18 minutes is how much time the weather service gives people to react.

And then there are those outdoor warning sirens. Officials usually test those sirens for severe weather once a month, but some cities even sound sirens for fire calls or to signify it is lunch time. There is no law stopping them from doing so.

“What we want to avoid is that desensitization. You don’t want to sound alarms if there’s not a risk,” said Tauer.

Bill Hughes, an emergency management coordinator with Ramsey County recommends owning a weather radio since sirens aren’t meant to be heard indoors.

And while he believes sirens are useful, he says they can be confusing.

“We’re a little bit too dependent on them. We need to start looking at better ways of getting the information,” said Hughes.

Confusion was not the problem when a tornado hit Monty Johnson’s home, ignoring the warnings were.

“I ate crow that day in a really hard way,” he said. “I respect warnings a lot more.”

NATO invites Pakistan to key summit

Pakistan welcomed a NATO invitation Tuesday to attend key talks on the future of Afghanistan in Chicago next week but remained non-committal on ending a nearly six-month blockade on supply routes.

NATO Secretary General Anders Fogh Rasmussen telephoned President Asif Ali Zardari to invite him to the May 20-21 summit, a day after Pakistan’s foreign minister said it was time to “move on” after US air strikes killed 24 soldiers last November.

Islamabad shut its Afghan border crossings to NATO supplies after the deaths and its relations with the United States, already frayed by the discovery of Osama bin Laden in Pakistan, plunged into their worst ever crisis.

NATO spokeswoman Oana Lungescu said Pakistan had “an important role” to play in the future of Afghanistan, which will be the focus of the second day of the summit.

“We’re working very closely with Pakistan to allow the opening of the transit line because obviously this is in everybody’s interest,” she said.

Nadeem Hotiana, a spokesman for Pakistan’s embassy in Washington, said Zardari was “likely” to travel to Chicago for the summit.

Pakistan’s involvement in the Chicago talks would minimise its international isolation and could boost its leverage over the future of neighbouring Afghanistan, as NATO countries pull out their combat forces by 2014.

The invitation marks a return from the cold for Islamabad, which boycotted the last major international talks on Afghanistan, held in Bonn in December.

The Pakistani parliament has called in vain for an end to US drone strikes targeting Taliban and Al-Qaeda militants on its soil, and a formal US apology for the November air strikes.

Analysts say Pakistan has no choice but to reopen the border as US cash is needed to help boost its meagre state coffers, at a time when major NATO discussions are under way affecting its own strategic future.

A cabinet committee led by Prime Minister Yousuf Raza Gilani met on Tuesday evening to discuss whether the NATO supply lines into Afghanistan, closed since November, should be reopened, but remained non-committal.

“No final decision has been taken,” Information Minister Qamar Zaman Kaira told AFP.

“We want solutions of the problems and it is in line with this policy that we are trying to sort out the issue,” he said without putting a time frame on the decision.

Sources familiar with the discussions earlier told AFP the government had effectively decided to end the blockade, probably by the beginning of next week.

But an official statement said the committee was considering imposing a precondition “to the effect that only non-lethal cargo would be allowed to transit through Pakistan to Afghanistan”.

It said Pakistan would “continue to remain engaged with the US on the question of apology (for the November strikes) and cessation of drone attacks”.

The United States has also guaranteed payment of at least $1.1 billion should the borders reopen, as compensation for fighting militants, one source told AFP.

Pakistan previously negotiated a fee of $160 per 40-foot container and is now looking to secure anywhere from $320 to $500, although the figure has yet to be agreed, the source added.

Foreign Minister Hina Rabbani Khar said on Monday that Pakistan had made its point and that “we now need to move on and go into a positive zone and try to conduct our relations.”

The US State Department said both countries had made “considerable progress” on ending the blockade, which has halted fuel and supply trucks from the port city of Karachi in the south to two Afghan border crossings.

“We will continue to work on this throughout the week. Obviously, it’ll be a wonderful signal if we can get it done by the time of the summit,” State Department spokeswoman Victoria Nuland said.

The United States has made increasing use of more expensive routes into northern Afghanistan and the Pakistan supply routes constitute as little as 25 percent of what NATO needs to sustain itself in its nearly 11-year fight against the Taliban.

Mir Mohammad Yousuf Shahwani, chairman of the All Pakistan Oil Tanker Owners Association, told AFP he had been informed by a senior official in the petroleum ministry that Pakistan would reopen the supply line within days.
